The State Designated Agency, Odisha has taken up the activity of amending the Energy Conservation Building code for the State of Odisha as per deliverable 17.1 of the State Level Action Plan as prescribed by the Bureau of Energy efficiency, Govt. of India. The Section 15(a) of the Energy Conservation Act 2001 indicates that the State Government may, by notification, in consultation with the Bureau amend the Energy Conservation Building codes to suit the regional and local climatic conditions and may, by rules made by it, specify and notify energy conservation building codes with respect to use of energy in the buildings. The Petroleum Conservation Research Association, Ministry of Petroleum & Natural Gas, Govt of India, has been awarded the work of the preparation of the Odisha Energy Conservation Building code. A State Level Workshop was organized with the support of Chief Engineer (Building) and Chief Architect, Odisha to review the draft OECBC and obtain suggestion from different Stakeholders. SDA after extensive consultation with different stakeholders has finalized the Odisha Energy Conservation Building code (OECBC) which aim at improving the Energy efficiency and utilization in the building sector of the State.
The overall objective of the OECBC is to provide technical details for the designers/architects to apply energy conservation principles and techniques in their designs for new buildings as well as for alteration to existing buildings.
The OECBC follows the same structure as the ECBC. A new section has been added to include auditing, reporting and star rating of building so as to ensure that the applicable buildings adhere to the code. The ECBC Use Guide needs to be referred for a detail explanation on the technical aspects.
